Last time i checked The rangers seem to decorate their clothes (*ahem* Armor) with their arrows, perhaps they do it as a fashion statement?

It seems it is a fashion statement.
If they put in quivers if would have to be on their back, since that is currently where rangers reach to get their arrows. Apparently their back contains a wormhole from which they can conjure arrows magically out of thin air.

Easy, just replace one of the two modifiers of the bows with quivers.
Having no modifier will make the quiver look normal, having different modifiers will make them look different (Vampiric, Zealous, etc)
The main problem is the cloack. Since they seem to take their arrow from the back, quivers mave collide with them.

A quiver can be equip in different ways, not to mention that an upgrade in cloak types and even cloak mechanics should have been considered by now.
